Block Inc (NYSE:XYZ) has submitted an application to the Office of the Comptroller of the Currency seeking a charter for Builders Bank & Trust, N.A., a specialized national trust bank intended to offer digital asset custody and fiduciary services. Should it be approved, this uninsured, non-deposit-taking institution would create a unified federal oversight structure for the fintech company's expanding bitcoin and stablecoin operations.

This move highlights Block's deliberate strategy to centralize its digital asset capabilities under direct federal authority during a period of expansion. By choosing a national trust charter over a patchwork of state-level money transmitter licenses, the firm is better positioned to support highly sophisticated custody infrastructure for both its internal ecosystem and outside clients.

Under the proposed arrangement, Builders Bank would operate under tight OCC supervision, offering customized trust and asset protection services without engaging in retail banking activities like taking deposits or making loans. Lee Woolley, currently Block's head of digital asset strategy and a seasoned banking executive with prior leadership roles at Northern Trust and BNY Mellon, is poised to become the new bank's president and chief executive officer.

The application represents another milestone in Block's ongoing integration of traditional financial charters with cryptocurrency infrastructure, complementing its existing industrial bank, Square Financial Services. Beyond improving asset security, this federal framework could function as a crucial operational catalyst, aligning the company's institutional digital asset ambitions with the intensified regulatory scrutiny surrounding crypto asset protection.

Wall Street's response to the regulatory filing was subdued during extended trading on Tuesday, as Block's shares remained essentially unchanged following the announcement.
